PROJECTS
Development Cooperation Project in Tanzania: CISUNET
The Finnish Federation for Social Welfare and Health, together with
its sister organization in Tanzania, the Tanzania Council on Social
Development (TACOSODE), started a new project of development
cooperation in 2008.
The CISUNET project (Citizens Support Network for Welfare and
Poverty Reduction) aims at increasing the capacity and
professionalism of Non-Governmental Organizations in Tanzania and on
enhancing the work of TACOSODE as umbrella organization of NGOs.
Other cooperating partners in the Project are the University of
Jyväskylä, Finland; the University of Dar es Salaam, Tanzania; and
the International Council on Social Welfare ICSW. The Project is
funded by the Ministry of Foreign Affairs of Finland.
Tanzania, situated in Eastern Africa, is about three times the size
of Finland, and has a population of around 38 million. The biggest
problems facing its people are poverty, high rate of population
growth, HIV/AIDS, malaria, and in some regions draught as a result
of global climate change. Although the economic development of
Tanzania has been positive over the last years, income distribution
remains a problem, and especially the people in rural areas are most
vulnerable.
TACOSODE has been active in Tanzania since 1965 and currently has
more than 250 member organizations around the country. Its offices
are located in the largest town of Tanzania, Dar es Salaam.
In 2008, the project investigated the status and activities of
TACOSODE member NGOs in the Dar es Salaam area. In January and
February 2009, the project staff researched the situation of rural
NGOs in Southern Tanzania in the Lindi and Mtwara area, one of the
poorest areas of Tanzania.
Further central activities for 2009 are a social policy seminar on
land policy in Tanzania in September 2009 and a workshop seminar for
rural NGOs in Southern Tanzania in November.

____________________________________________ESKO project
ESKO project is a joint venture of social and health sector
organizations in the region of Oulu in Northern Finland, aimed at
developing pre-emptive social and health work on a basis of
cooperation between non-governmental organizations and the public
sector.
The project is divided into four closely collaborating sub-projects:
the Finnish Federation for Social Welfare and Health coordinates the
overall project; Mannerheim League for Child Welfare in North
Ostrobotnia region is responsible for the sub project on Child
Welfare; the Finnish Heart Association, North Ostrobotnia District,
coordinates the work with adult citizens; and the Finnish Settlement
Association, Oulu region, coordinates the activities for elderly
citizens. The Municipality of Oulu is strongly involved in the
mutual development work. A large number of organizations and public
sector institutions are participating in the project. The project is
funded by Finland’s Slot Machine Association (RAY).

YPP project 2007-2010
The YPP project aims at integrating both non-governmental
organization and public sector services in the social and health
sector by means of joint Citizens Advice and Service Centers. From
the points of view of citizens, the obtaining of information on
social and health services from one central service point is
important. The project currently runs in a pilot stage in the areas
of Joensuu, Jyväskylä, Kouvola and Oulu. The Finnish Federation for
Social Welfare and Health has the overall responsibility for the
project. The project is funded by Finland’s Slot Machine Association
(RAY).

JÄRVI project
The JÄRVI project is a cooperation project between the Finnish
Federation for Social Welfare and Health and the Finnish Centre for
Health Promotion. The aim of the project is the development of
analytical thinking and action methodology of organizations, and
enhancement of evaluation skills and –culture. The project is funded
by Finland’s Slot Machine Association (RAY).
In the preparatory phase 2005 – 2006 we investigated the state of
evaluation methodology and needs for development within
organizations of the social and health sector. The results of the
preparatory phase were utilized in the preparation of the pilot
phase of the project.
In the years 2006 to 2008, 41 social and health sector organizations
participated in the pilot phase of the project by means of a mutual
learning and development process. The pilot phase resulted in
strengthening the evaluation skills of the participating
organizations, in the adaptation of existing evaluation tools, and
where necessary in the development of new tools for organizational
evaluation. At the same time, a network of evaluation professionals
was created for the benefit of organizations.
The results of the pilot phase are used to decide by what means
evaluation of organization work will be enhanced and developed in
the future. In 2009 we focus on distribution and dissemination of
achieved results. The project ended in 2009.
